TARNISHING THE LIVES AND LEAGACIES OF ALL BLACK CIVIL RIGHTS AND VOTING RIGHTS WORKERS
This article has been in the works since January 19,2020. I kept hoping that things would change and I would not have to write it. I was wrong. Instead of things changing for the better, they have gotten worse.
It is January 19, 2020, and 12:55 AM. I have been pondering how I would write an article about the corruption by East Point elected officials. My thoughts keep going back to Dr. Martin Luther King, Jr and his Dream for America and all the victims, she-roes, and heroes who stood strong during the Civil Rights Movement. I cannot shake the feeling that something is missing or not being addressed during the many proposed Dr. King Memorial Celebrations. Finally, it came to me. Dr. King’s Dream for America and the Civil Rights Movement were about workers rights, voters rights, public governance, institutionalized injustice and inequality, and the lack of economic opportunities for all Americans regardless of race, gender, national origins, religion or sexual orientation. The Dream and the Civil Rights Movement cannot be condensed to Blacks gaining unchecked political power and governance without accountability because that would defeat their sole purpose. The Civil Rights Movement and the Dream were not about trading Corrupt White political power and governance for Corrupt Black political power and governance. Yet, that is what is happening in East Point, Georgia today.
The corruption that I will verify is caused by elective officials and condoned by many residents. Many of these residents will be present at several of Dr. King Memorial Celebrations standing and clapping amen when the callous, uncaring, unlawful, and morally bankrupt behaviors of the impeached President Donald John Trump and his Republican Party are discussed. Yet, their voices are mute when some of these same behaviors are implemented by East Point elective officials and residents. My voice is not mute. I will not be a silent hypocrite. I will provide concrete evidence of Corruption in East Point Government beginning with East Point Welfare Queen and King! Black Elected Officials Betray Black Heritage: Part 2 is about Welfare Queen and Lawbreaker Mayor Deanna Holiday Ingraham. Mayor Holiday Ingraham has stated many times that she is an attorney which makes her an official of the Court. Yet, Mayor Holiday Ingraham routinely breaks and violates the City Charter, City Ordinances and Policies and the State Constitution.
First, lets discuss her Welfare Queen status. She has earned the title of Welfare Queen by spending taxpayers’ money as if it were her personal money. She has made herself an economic ward of the City. One only needs to view some of her credit card charges to know that the charges have absolutely nothing to do with her serving as Mayor in accordance with the City Charter, Ordinances and Policies and State Statues. In addition to the previous documented charges, some of her latest spending sprees not paid for using her City credit card includes the following:

Remember Mayor Holiday Ingraham is an attorney so she knows that she is violating City Policies and the State Gratuity Statue. This is not what the Civil Rights Movement was about. Mayor Holiday Ingraham needs to provide the required documentation for all of her credit card charges and charges paid by the City for her expenditures under the heading of City Council Department. There is no such Department under the City Charter or State Law. The City Charter provides Council expenses for salaries and benefits; and those activities limited to Council Members namely:
- City’s membership in Georgia Municipal Association (GMA)
- City’s membership in National League of Cities (NCL)
- City’s membership in South Fulton Municipal Association (SFMA)
- Council’s Retreats and expenses.
MAYOR HOLIDAY INGRAHAM: LAWBREAKER AND BULLY
I have previously written several articles detailing with documents the numerous lawbreaking actions of Mayor Holiday Ingraham. Current and previous City documents clearly show that she used taxpayers’ money or had Staff to use taxpayers’ money to pay for:
- Numerous airplane trips for non-City business and paying extra to fly first class. One day trip to Mississippi.
- Donations to private nonprofits that caused the Georgia Department of Community Affairs to intervene based on a complaint filed by me.
- Using the Council Chambers as an extension of her office to conduct personal meetings that are not sanctioned Council standing Committee Meetings or Task Force Meetings instead of paying to rent space using her Council Ward Expense Account funds for communication with Residents. - Food and a facility for the Inauguration of the 2020 elected Council Members.
- Using Staff under the supervision of the City Manager to produce scores of graphic posters with her pictures on them; articles in the Verge Utility Newsletter . The latest edition of the Verge contained and entire page of pictures of the Inauguration, but not a single word about the upcoming Community Meetings in Ward D to discuss the building of a Recreation Center Water Park next to Georgia Soccer Park on Welcome All Road below Camp Creek Market Place.
- Attorney fees for Mr. Joshua Butler for more than $14,000 because she failed to conduct the Council Meeting in accordance with the City Charter, City Ethics Policy and State and Federal Statues. Now, that Ms. Saucier has refiled the lawsuit against Mr. Butler he has re-engaged his former Attorney. No itemized invoice has been provided to the City for the $14,000 plus payment. The motion was made to pay Joshua Butler attorney fees; against a strong protest by the City Attorney, without any limit or time-frame. This is outrageous!
She bullies residents from the podium using negative body language and making disparaging remarks. She has contact and meetings with staff members that are not sanctioned by the City Manager. She makes policy announcements before they have been vetted by staff.
Mayor Holiday Ingraham was instrumental in the City’s hiring of an unknown consulting firm, Southern Equity. The City hired this firm with no track record or references for doing the kind of work that the City has contracted them to do. Mayor Holiday Ingraham has stated that this is a first for Southern Equity. The City is paying this unknown firm with no history of ever providing consulting services described in the contract a whooping $202,700 to get input from a selected few residents concerning equity in planning for the City’s future. In my opinion, this is hogwash and no more than a SCAM to enrich this firm and reeks of money under the table. I have provided more than enough credible information in this and previous articles to make anyone sick. Not only is Mayor Holiday Ingraham betraying her Black Heritage, she is betraying the residents of the City and breaking laws right and left with no accountability from the Council or the residents. It just makes me sick to my stomach, so I know I need to stop NOW!
